Next to zero possibility. 7-man cons exist because the penal meta was massively dominating and cons were terrible, but then they had to nerf 7-man cons repeatedly because they were too good. Historically, an extra model for a squad in this game has caused many problems - 5 man grens (nerfed heavily and no one really uses them anymore) and 6 man fusiliers (complained about at least once a week).
As it stands, penals got some vet reworks to make them scale better into the late game (converted some offensive vet into reduced received accuracy - better this way as dead models can't shoot).

I still think the 7th person is a bad decision, I prefer the weapon upgrade to the 7th person.

Even one DP-27 allows the Conscripts to deal pretty good damage.

I'm still mad over the decision to NOT make Osstruppen as a Conscript clone with a merge mechanic given the fact that Wehrmacht hardpressed a lot of foreign people and made them into cheap line troops.
There is even a story of Americans liberating a POW camp (more literally, allowing the Nazis to give them the guys) and finding an inmate that fought in the Red Army, getting then sent to a Penal Battalion, losing the charge and getting arrested by the Nazis, then getting pressed in Luftwaffe as a mechanic, getting arrested again and getting sent to a german type penal battalion only to get pressed again and fight with the Waffen-SS.
I think the story is on the Cornelius Ryan trilogy.
Crazy stuff.
Anyway, such a change would open the OST game to more than the standard 2 mg 2 grens 1 mort -> 222.
