I've been finding howitzers very useful, but it is very difficult to scrape up 600 manpower at any point in the game unless I'm way ahead or way behind. There just is too much that needs to be built, and in the late game fuel often isn't a problem. 600MP is just prohibitively expensive.
I'd like to suggest adding some sort of fuel cost to the howitzer in exchange for a manpower cost reduction. Say, for example, 450MP/60F.

in 1v1 I agree hard to scrape together the man power, but at the same time it does so much damage. i think its good though that its costly spamming them do not want.
