its cooldown timer is so much because its better then mobile artillery barrages. this ability causes devastation to the enemy like not many other units. thats why the countdown is so high
lol no the zis-3 has an almost identical barrage that has a 3 times shorter cooldown
I'm completely justified in saying that the su-76 barrage is inferior compared to the supposedly same one on the zis-3 and that it makes no sense as to why that should be the case
