Yes, you need to cheat to the point where relic will punish you by resetting your stats.
But its more likely you'll get a straight ban nowadays.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

if he means smurfing then it's no problem.
Creating a new steam account and playing coh2 on it through family-share is totally allowed as long as the smurf isnt being used to break the "code of conduct" or to bypass previous bans

No, I'm talking about that time, when one of the players who liked to map hack on ladder got its stats reset as punishment on main acc.
