On par with a Panther? It costs 25 less fuel and 190 less manpower. Please elaborate on why it should be on par with a Panther?

It's odd. Out of the Soviet tanks, I find only the KV-1 to be a good deal. IS-2's, if carefully marshaled, do very well. KV flame/ISU are good situationally.
I find both T-34s to be overpriced for their abilities. For instance, the T-34/85 is close to the KV-1 in fuel cost but the KV-1 is much better overall.
