The problem is that you assume and by doing it, you can make lots of mistakes. Missjudging player skill means losing games, missjudging enemy units means losing strategies, missjudging balance means, well you already know.

OKW Tiger is still insanely OP. The CP change is NOT enough. It's so good it makes you feel sorry for whoever plays against you because it's just abusive.

Yes, the insanely low scatter and massive AoE are already very good, add Panzer Commander to that and it becomes extremely hard to pull of a flank because of the sight or use AT guns because of the quick landing arty.

Replace the tank commander with an ability identical to P47 reckon run called : Storch reckon run.
"Stuka smoke drop" can be replace Ostheer "smoke bomb" or Ostheer light artillery barrage
