Mortar veterancy

Imo a veterancy overhaul is long over due. Although some vet 1 abilities have been improved there is still work to do and the relationship of units seem to change once vet bonuses kick many times in favor of unit with lower XP value.

Currently some of the worst vet bonuses imo can be find in mortar type weapons:

The majority of the bonus are mediocre at best other than Heat rounds/WP x150% health. Leig imo gets some of the worse vet bonues.

I know that the mod team wanted to tone down mortars but currently their performance across vet bonuses is simply not good enough. If one does not want to increase the offensive power of these weapons there many way to increase their utility and defensive attitudes.

Vet bonuses could include:
Reduction of munition for abilities like flares/ WP barrages etch
Reduction in pop as this weapons start losing their potency
Improvements in time before delivering smoke or other barrages
tear up tear down bonuses
damage reduction for crews or target size
speed bonuses for howitzer that can not retreat
improvements in vs cover/garrison modifiers
Far damage improvements for better vs hold damage
Faster projectile velocity

penetration increase on leig is kinda joke of a veterancy, as it does not have direct fire anymore. bonus damage against garrisoned would be a decent option, making it more effective against trench spammers

I would like to see some improvements to mortars across the board (except the usf pack howie). It's so rare to see them outside of lane-y team game maps. Better vet would be a good way to go.
