Permanently BannedGG. Redistribute resources from Fuel to Munitions really helps Germans to get down Teller mines and allows you to use Railway to destroy campy style T2-T3 Soviet Meta. The ability is also ~23% more efficient then a straight fUel->munis conversion so it is actually better to place an early Fuel Cache and later convert to Munitions then place a munitions cache - you also get flexibility to use either.
