seems like Ił-2 attack ability that costs 240 munitions is better than SR in CoH1 because it annihilates full squads

It's potentially strong alright. The problem about it is that it's unpredictable. Sometimes it will annihilate a squad right away and keep doing it every single pass. Other times the opponent might ignore it completely and all it will do is kill a guy here and there. Either way, it's still perfectly dodgeable if the opponent retreats in time. Of course, forcing a retreat has a value of it's own, but you can typically produce the same result with any kind of red smoke, including those that cost half the munitions cost of Il-2. I don't see how it's any surprise that ignoring a 240 munitions off-map results in dead squads. It would be kinda useless if it didn't, wouldn't it?
