It's bugged and only deals damage but not suppressing units regardless they have cover or not/red.

I wasn't able to really judge. Most units the Dshka fired on were generally leaping into heavy cover. May be the fact, however, the Dhska is killing models to0 fast for suppression to hit before they reach those positions.
