I just encountered this strat.
Early soviet mines one-shots everything you can build before T3. I even lost 2 near-full-health grenadier-squads to one single mine.

Haha, yeah I encountered Soviet mine spam in my game vs Umbert.
It might be OP on just this map though, so many choke points and lots of munitions makes this an easy map to spam mines. Against heavier tanks the soviet mine is adequate to meh against them. On the other hand mines do ridiculous damage to lighter vehicles like one-shotting the scout car... Target tables RIP.

Mines do seem overly strong except that you can get sweepers and nullify 1,000 munis worth of mines with them. I think they could use a 30% damage reduction still.

Still, sweepers cost, I think, the same as a panzerfaust, which you absolutely need against this M3 play as well.
