I've no idea why our opponents went for dual T1 as Soviets. It's a major annoyance early with Snipers and Flamer-M3A1SCs, but just like dual T2 - It does not scale and it leaves you so open to hardcounters. In this case a Luchs. I might've been a bit too defensive with it since I'm not often using that unit and I was kinda scared of mines.
