Are there any bulletins that don't stack? Trying to find one but I just can't.
The "Targets" tab shows which units are affected? It's interesting to see that some bulletins affect units that aren't even mentioned (like the Veteran Training: Infantry for the British affects the air landing officer too. Is that right?)

Yep, some bulletins affect (unintentional) targets.
