They should have a much higher popcap than they do now. 2 6Pounders supporting a crocodile is probably more broken than the release-stat Tiger Ace supported by multiple paks. Ditto for the IS2 and triple Zis.

Seriously though, saying 3 zis is strong is a stupid statement. That's 960mp worth of pure, slow, vulnerable AT. Of course it's strong. It's not like it isn't counterable or hard to punish. There's a reason both axis factions have rocket artillery. They are much cheaper then 3 zis too. A player with three zis will undoubtedly be lacking in infantry as well.

Several AT guns is strong AT-wise but very vulnerable to rocket artillery and off-maps as Omega pointed out. They are also very slow and can't quickly respond to threats and if you flank them then that leaves the Croc as easy pickings for TDs. Just don't attack head on into a AT Gun wall and its fine. Lure the Croc away and then attack with infantry. Or just ignore that part of the map and attack elsewhere. They are fine and working as intended in their role as support AT just try considering other ways to attack them or work around them.
