If you're talking about maxim spamming in the start of the game in that case you should make bunkers and PzGrens asap and maybe a HT or 221. Can't really help more yet since I don't know the game mode etc. so some more info would be nice

the only way i think is just Ht,but its limit u to choose doc

2 flame pios in a HT, use a doctrine with vehicle smoke to aid light vehicles Vs ZiS.

Throw some MG42s in buildings, his only counter is mortars, which is one less maxim on the field.

yeah mortars is the way.... but not perfect like HT,how about elite sniper?

This is usually what works for me. Plus, they only suppress one squad.

You could try using smoke with your mortars to negate machine gun spam. Generally that is how I deal with them. Either that or move to where they aren't. If the Soviet player is spamming mgs then you know he will have to reset them every time you change the direction of your attacks.
