A question regarding movement accuracy

Does the accuracy penalty still apply to vehicles when they are decelerating? That is, during the period of time between the issuing of the "Stop" command and the vehicle coming to a full stop?

I'm asking because sometimes when chasing with a tank I try and stop it just as it's about to fire in order to get the full accuracy. However, since it's usually still decelerating as it fires, that would be a waste of micro if the penalty still applies.

One more thing - garrisoned infantry gets an accuracy penalty when in a moving vehicle, correct?

Im pretty sure the accuracy modifier is reliant on the speed of the vehicle shooting, and considering decelerating is losing speed, the accuracy steadily increases from the time you issue the stop command to the time it actually stops and fire, returning to its full stop accuracy bonus
